My guess is Kokobunji; because they have ISO earthquake building codes, like i.e. 7 floors limit, they say, and they use a lot of backup generators, solar power, etc, and not far from yokota air base, (within base police jurisdiction zone) if base assistance is needed for americans, vets, etc.

"Most roads lack a dedicated sidewalk. Call it bad urban planning or whatever, it's a simple fact here. Even in Tokyo, all you get is a narrow white line, where a sidewalk would go, I get it small land, overcrowding, but in country areas outside cities there are sometime no street lights or uber eats too, I get it Japan is still developing in many ways, but bad planning , and/or limited economic planning is also an issue. And I've see these crazy truck drivers run lights in huge trucks, and speed through residential areas. I almost got took out by one flying on perhaps "ice" through a J-hood.

@ Do the hustle,

choosing your apartment wisely is of paramount importance also in Japan

there was a case, where an upstairs neighbor was dropping heavy boxes on the floor to disturb the tenant below. The individual would do this in the early morning, late night and randomly during the day. It literally drove the tenant below crazy. police were called numerous times, and told the tenant that if they did not have a recording , they couldn't do much. So investigate the new apartment thoroughly for kooks living around it, past suicides, murders, hauntings etc.
