I had an upstairs neighbor who would make very loud stomping patterns ,banging furniture, and knocking things over at least 3 to 4 times a day. The management told me he already knew about this broken light-bulb, and shrugged his arms as to say nothing could be done about it.

Speaking of security cameras, an acquaintance, had tried to have a city camera installed on his street in Tokyo because of the seedy characters roaming and hanging around his street at all kinds of hours. He was told to go to his community center, but was told by the community center that he needed more people who agreed with his suggestion, before they could put in a such a request to his ward office. I told him (in Japan), that they will probably put one up, after something happens.

Where I used to live there was an puny elderly guy with a modified, souped up older skyline car with fancy rims. His car is very loud, even when at idle. He would rev the engine and it got louder on early mornings and weekends. His engine would rattle sound all through the block, and when he took off he made more loud engine sounds. BTW his house is next to a nursery school and preschool, day care. Funny thing is the other Japanese put up with it.

Totally agree, I have a one above me , When I asked him about the loud noises he said, I don't know what you are talking about- then stated do you want to be enemies?. After calling the police about his loud stomping on the thin cement floors (old BLDG) he on purpose increased the stomping and banging with freq, and volume (early morning, midday, and late night), The flops did nothing. Once I thought he would break through the floor. When ever I see him he has a red alcohol face. I think he is trying to make me move. BTW no help from the apt mgmt -either: saying we all have to learn to live together. Now that I've shared my experience with others who can relate I feel better.

I thought JP was a nationalist homoGenous society, where a master race, of extreme unity was the word of the day.
