Children must be sighted by the driver and be inside with the door closed before getting into the car and driving (children are never outside when the car is moving).

Difficult to implement and if this was a great idea it would already be done. What about single parents or children from the neighborhood.

Again you are incorrect. It is not the norm of "Japanese" companies. It is also happening with other companies outside Japan. And I won't even mentioning companies in a certain country which has lack of rules.

Firstly being taxi driver means you have responsibility as a profession on the road.

This man deserves to be arrested since he is no capable to perform is profession.

Secondly, killing animals is often an indication that the person in action has physical issues. Those tests can be found on the internet and are well known.

What does the motive matter?

(OK, I momentarily forgot... two classrooms is twice the cost, and BOE priority is saving on educational costs so that the Director of the Board of Education 教育委員会理事 Kyooiku iinkai riji can be paid a larger salary).

Yes classes are getting larger because of costs savings but the most notable reason is the lack of teachers on the market. Please do some research before you just randomly place s comment which may incline that it is all the fault of the school.
