Yeah, I think the intention is good, but the way they expressed it doesn't have too much logic. Having the clusters cross would be bad, but how about just telling people all over Japan to stay home and flatten the curve. Viruses don't respect invisible borders as we have seen from the worldwide spread. We are the carriers / vectors. We spread this thing, so we need to stop it as much as possible. The #1 person responsible for your health and well being is... you.
