Not in federal elections, but perhaps in municipal ones. Having said that, giving the vote to non-citizens is extremely rare anywhere in the world. Japan's disallowing dual citizenship perhaps gives some credence to the idea of residents voting in non-federal elections.

The Charter of Rights and Freedoms (Canada's constitution) makes it clear: voting rights are based on citizenship, not residency. The federal government makes descisions and passes laws that affect my status overseas, and the relationss between Canada and my country of residence—besides that, they own my passport.

There's nothing wrong with the last sentence. There was a metre-high (waist-high?) fence around the cliff where the observation deck, and she fell over it (or jumped, whichever suits your imagiation).
