The goal by the government could be to make Japan competitive against China in manufacturing to take a cut from them from countries that are turned of by the rising belligerence of China in recent years. That's what grew Japan during its postwar economic boom and that's the only game they know and they are unwilling to learn new tricks. In the western democracies, a government would face a big backlash (see the UK) after such policies that condemn the middle class to poverty, but in Japan, LDP is guaranteed to stay in power indefinitely so they can continue their "bold" economic plans.

What this means is that BOJ and the government that doesn't sack them think that Japanese workers are still paid too much in real terms. They'll bring that down, which will increase profits from exports and put more money in the pockets of the owner class. That's the entire game here.

Raising minimum wage will result in price increases but it will also force larger corporations to raise their wages because will now be competing with the minimum wage at the lower end. Increased wages will also force companies to improve productivity if they want to stay competitive. Ideally, there shouldn't be minimum wages in actual free market societies with a healthy job market and good job mobility like some northern European countries but unless otherwise forced by the government, the employers here know that they can keep squeezing their employees without increasing turnout. Years of giving them carrots with loose fiscal policy didn't work, it is time for the stick.

Check the self registers at supermarkets, they are often left unused. It is the people that want their fruits individually wrapped.
