I hope Mr. governor is not trying Tokyo to become like Singapore. I think it is much more crucial to foresee and prepare for post Olympic economy than trying to call "skilled foreigners", which I don't even know what he'd meant by "skilled foreigners" to live in Tokyo. They'll return to their own countries any way, eventually unless they settle down with a good reason. There got to be a good reason why they'll come and stay in Tokyo in the long run.
