I think that Abe and Koike and others (including the IOC) have already resigned themselves to at least postponing, and possibly canceling the Games. But they are trying to appear hopeful so as to not completely destroy the Japanese economy. They want this corona virus to stabilize at least a bit more before they tell us that "it's just not possible to hold the Olympics"
