According to the school, no evidence has been confirmed regarding any bullying or physical abuse
Not saying this is the case for this boy but it is commonly the case that the schools have no evidence of bullying (off course... cause bullies will hide this from teachers). Point is to figure out a better way for schools to be aware of bullying. Ideas?

I wish the memo addressed the elephant in the room which is the huge bullying problem in Japan. I am certain that removing line will do absolutely nothing to improve the bullying situation. Too sad that schools decide to hide the fact by "showing action" with meaningless memos like these.

Too bad "popularity" doesn't pay debts because it seems that it's all they are looking for like it would matter... they Prime Minister may resign in less than a year anyhow. If all we have to do is to pay more taxes with a very "very" specific note to reduce back the tax back once the debt is paid (notice I said "very"), then it should be fine. Unfortunately I have never seen any government doing this...
