Ultimately, the police are not doing enough to discourage this kind of wild night racing. It's not about driver education - it's about cracking down and busting drivers for flagrant traffic law violations. People continue driving like maniacs because they know that the chance of getting caught is very slim. The local cops should be fined for allowing this kind of thing to happen in the first place. The buck stops with them.
It'll be a hot day in December before the cops here start doing their job properly.

I would recommend that they blow their noses once in a while instead of constantly sniffing like a 3 year old kid. I would also recommend they stay at home for a week if they do come down with flu instead of putting on a brave face and polluting all the trains.
