I hear you man. I live in Mizusawa. Life seems pretty normal until you walk by a poster in school and see pictures of the coast, and it reminds you that all is not well.
I wonder if canceling the festivals and ohanami is the best idea. I think everyone needs things to be cheerful about. Here we don't see the progress every day, the little victories, the incremental improvements. We're stuck with self imposed abnormality, when we all need a little bit of normal.
Maybe we're not supposed to have parties, but we're going to go see the sakura in Kitakami today. This might be our last spring in Japan and we don't want to miss it.
