People who aren't blaming the girl clearly don't remember what it was like to be 13. Preteens and early teens think they have the whole world figured out already. She knew what she was doing, absolutely. Arresting the manager sends out a message to other "soapland" owners that this is not okay, and that one needs to do their research and abide by the rules when hiring new women, or else face consequences. It's unfortunate, since it sounds like she, the 13 year old girl, manipulated the situation, but at the same time, it serves as a good warning none-the-less, for other establishments who may fall victim to the same ordeal.
