I am not concerned at all however. When China can put something more than that sorry excuse of an aircraft carrier to sea and when their money comes from their own ingenuity rather than manufacturing, then I might be concerned. Until then, come up with something to make me not sleep at night China.

I see gears in motion to spread the wealth. The cargo plane squadron has been moved to Iwakuni. Many sites are being looked at to host the Osprey aircraft throughout Japan. This includes Humanitarian Aid and Disaster Relief Drills in places like Wakayama and Saga. A radar facility has been erected in northern Kyoto that can be accomplished by units on Okinawa. If I remember correctly, there have been plans in the works to close Camp Kinser, but that was supposed to come with a small expansion of the U.S. Army's Naha Port. Is there not talks of moving components of Atsugi west to Iwakuni as well? It just seems to look like there is progress towards splitting the burden of U.S. forces in Japan, but a slow, painful process. Okinawa will serve as a main hub for some time in my opinion.

While it is understandable that people would like a place to getaway from all the "noise" in Japan (See this recent article of the Japan Times speaking on the subject below), I can not understand why people would use that as an excuse to keep day care centers out of their neighborhood. The people in my neighborhood would welcome one, which would bring more young families to the area and reinvigorate the community. Also, I pass by a daycare that probably hosts about 30 - 40 children on a regular basis. The children play outside sometimes. I never hear them until I am literally right in front of the center - maybe a shriek or two from two buildings away if I really open my ears. I think in this instance the day care centers should be built, and let the complaining folks spend their money on the law suits if they like. If the old folks want to compare it to living next to a military base, then they have a lot of information to collect to prove that the decibels coming from the day care center are intolerable and hearing loss has occurred over a long period of time.

For a culture that places a high value on quiet, Japan can get pretty noisy sometimes, whether it’s the loud and long-winded announcements on trains and buses, the big cacophonous TV screens around shopping centers, the right-wing nationalists’ trucks that drive around blaring marching music and imperialist slogans out of loudspeakers or the infamous election campaigners who likewise promote themselves at ear-splitting volumes.

Good article. And a good example of Cultural (Sports) Diplomacy. However, the harder pillars of economic and military power hold the sway of relations with North Korea. But I do agree that this might help build some bridges that were not there before.

The English version of the Japan-U.S. Security Treaty vaguely states that U.S. land, air and naval forces are entitled to use bases in Japan. The Japanese version is more specific about these forces, stating explicitly that they are the Army, Air Force and Navy, thus excluding the Marines.

Good thing the Marine Corps is a Department of the Navy. The United States and Japan wouldn't wantany illegal squatters now would they.

This is a lot better than that sea base plan idea that was floated around in the late 90's when the call to move Futenma was first raised. I still can't believe that that was even an idea. Lets get the air facility moved and see how Okinawa uses Futenma.

I could be wrong, but, I beleive Ozawa argued the exact opposite in his book "Blueprint for a New Japan" It has been a while since I read it, but I do believe there was a chapter in there dedicated to the role the JSDF should play. I will have to look back at that.

Maybe the Japanese government saw it as a move to show they are looking for more ways to help mothers, steps to solve the low birth rate in Japan. Just speculation.
