It sounds like your part of the problem if you have no courtesy and kindly move out of the way.

Some sidewalks have bike lanes here, and I've seen pedestrians stand right smack in the middle of them making eye contact refusing to move.

There is always a flip side to the coin.

The deciding factor was the Soviet Union's declaration of war on Japan.

All your points were valid until, you pulled out the "Foreigner card".

Down here in Nagasaki prefecture, I've seen the same thing with the locals.

At the Aeon store people touching every item, no social distancing, no masks.

Same thing at the park, day care bring small children together in bunches, no masks, kids holding hands.

So yeah we see it on both sides of the fence, so put your "Foreigner card' back in your pocket.

Ken, that is simply not true.

There is plenty of information and guidance Commander, US Forces Japan has posted.

The key message is to be flexible as this situation changes, practice social distancing, stay out of the bars & restaurants etc.

I think Nissan framed the dude.

The Japanese can not handle a Foreigner telling them what to do in their own country.

Nissan balked at the idea of more ownership by Renault.

Is it just a coincidence he being the only one charged?

And as for this being a serious issue?...,

if it was, the Japanese Authorities would have kept a better eye on him.

Japan's legal system reminds me of this overpass road they been building for the last 20 years-lol.
