My understanding is, in Japan it’s actually illegal to drive through parking lots to avoid red lights
And pedestrians always have the right of way.
That said, I agree – you should never let your young children run free where there are busy roads or parking lots.
Two separate sides equally at fault – one innocent victim dead.
