As long as Japan has to rely on USA for defense then they are obligated to provide assistance to u.s. military activities. If Japan assumes military capabilities to effectively defend and thwart aggression then the USA military forces can reduce their presence and questions like this become a non issue. Let's see. China suppresses millions of minorities in it's western regions by imprisonment, spying and intimidation and brutality. Elsewhere there is no negative questions or dissent allowed. Do so and you are visited by police institutions and threatened to shut up. Information about the pandemic is being withheld. Intellectual spying and hacking on western technologies is rampant. Aggressive military encroachment and threats in the south China Sea is escalating. Threats to other sovereign nation's like Australia for participating in an inquiry about the Wuhan virus, having students and paid operatives spy on dissidents in foreign countries, bribing scientists and businesses to steal secrets, etc., etc.

Is this a how a responsible nation conducts itself as responsible member of the global community?

It's encouraging the government is recognizing the weakness in depending only on China.
