you're completely wrong.
A strong testing strategy is to make tests mandatory. Saying "get a test if you want" (and keep contaminating others if you don't want) is not wanting to know the real infection rate.

Cap or not, it does not matter. Omicron is very infectious
You measure infection rate by testing so yes, capping matters if you want to know how a variant is infectious.
Fortunately for Japan, other countries did enough testing to bring the information to light.

Considering Omicron wave as just a flu wave is a terrible idea.
Wildly circulating viruses are prone to mutate more, potentially to a more deadly variant, lowering the vaccines protection as well. Sars-cov-2 has proven it can be deadly and not seasonal.
A new mutation could target different population than the current vulnerable one.

Zero deaths in Tokyo, those that fear monger, really should look at that. Average age of death is over 80 with various medical issues. No deaths in under 10’s since the pandemic began.
