I agree with com. Perry.

I am stumped though why would stores and department stores be requested to shorten hours. Wouldn't that mean that venues will become much more crowded during the shortened opening hours? Seems illogical to me.

I would extend hours and set approximate age times. Thin out the crowds. Why jam all those shoppers into a tiny tight opening window?
