For all of India's dangers, I think the lady in question was being too naive. I know many Japanese women who will not accept some man's offer of showing them around IN JAPAN. While trust is a undeniably good trait, we normally teach children (across the world) to be careful while dealing with strangers. I'm from India and think that India as a travel destination is great for groups but not solo travelers. I keep telling my japanese and other friends to not travel alone or to make local friends before they travel. I also try and introduce them to friends or someone I trust from where they are going to. Unfortunately, the back packer routine doesn't work there and maybe it'll change sometime in the future, but not yet. This is as good a time as any for the girls parents or any other parents, friends, relatives to take note of this news and avoid traveling alone to these places. I sincerely hope the girl is able to recover from this traumatic experience.

agree with MGigante. It is a draft at this stage and a very Japanese one at that. A lot of subtlety, and general lack of hardline rules.

For the directors and women, they have listed steps such as reporting these to the planned governance body which I see as a step in the the right direction (rather than no steps at all).

The rest of the report seems to be blaming the draft from a corporate view such as lack of tax cuts (corporate), casino business, easier dismissal of employees, all of which are still not agreed, let alone start implementing steps on these.
