It's not only about the health effects, but also the large amount of litter that smokers in the U.S. make. Most smokers in the U.S. will just toss their cigarette butts on the ground wherever they are. The filter material is not biodegradable and can take years to break down. At a beach clean up at Waikiki earlier this year, over 10,000 cigarette butts were picked up during the 2 hour clean up.

why does it need RE-fueling? that would imply it has already been fueled, used the fuel and is getting fueled an additional time.

It runs on a power generator and the generator needs fuel in order to power system. You can see the exhaust pipe in the upper right corner of that big green box the soldier is standing next to.

You can carry on one regular lighter or one book of safety matches on a flight. This is also the rule in the U.S. What you cannot do is carry it in your checked baggage. Security let the lighter through because it is not a prohibited item.

Now, was the lighter broken/cracked? The fuel in the lighter could have helped start a fire.

@shawnth...The aircraft manufacturers, and engine manufacturers are constantly improving their products to be more fuel efficient and less polluting. This is demanded not by government regulations, but the airlines. The airlines know that the less fuel the use, the lower their operating costs. This has been happening since the 1970s. The newest aircraft, the 787, is between 10-20% more efficient and less polluting than the 767 and A330.

@Utrack and Fadamor - The sleeping pilot was on break. Most duty regulations in the world limit flying time for 2-pilot aircraft to 8 hours. Flights over 8 hours on 2-pilot aircraft require at least 1 relief pilot. The longer the flight, the more pilots are required.

@NetSamurai ANA also filed their increased fuel surcharges the day after JAL, but I never saw a report about it.
