For clarity, in Japan the legal limit is BrAC 0.15 mg/L (equivalent to 0.03%) but, and this is a big but, if the police decide that alcohol was a contributing factor in an incident then the driver will be prosecuted for DUI whatever his/her alcohol level therefore, for all practical purposes, the limit is zero.

Two days ago I was in one of the community centres sheltering 300 people near Kurashiki after delivering a truckload of food from a local charity. The volunteers there, particularly the younger ones, and the local officials, are doing a fantastic job in very difficult conditions and I take my hat off to them.

However, for the people stuck there who last week were living in their own houses life is difficult. Just imagine yourselves for one moment living in a 2 or 3 square metre space separated from your neighbours by only a white sheet hanging on a makeshift frame with nothing much to do except worry about your friends and family and it's easy to understand why some people are feeling stressed and worse.

French police fired tear gas and dispersed crowds from the Champs Elysees late on Sunday after clashes with a small group of unruly fans threatened to spoil celebrations of France's World Cup win over Croatia in Moscow.

But as the evening wore on, a small number of fans clashed with police, damaging some businesses and properties along the Champs Elysees.

Some threw stones and other projectiles at riot police who responded with teargas.

The man in the second photo is throwing away a plastic 'riser' block, normally used at the edge of the road to allow a car to roll smoothly into the homeowner's driveway. They don't wear out, so why throw it away?

Probably because it washed up on his property from far away and he doesn't need it.
