That are terrible numbers—you just answered your own question.
And given Japans extremly low reportage rate for such crime, it's just the top of the iceberg, and numbers are likely much higher than just several hundred.
Considering the prevalence of sexual harassment of minors in Japan and the high incidence of sexual assaults on public transport, as well as crimes like up-skirt photography that are more common in Japan, this high level of sexual crimes by teachers is far less frequent in most other developed nations.
