No, it isn't. It could be argued that the job of retired generals is to conduct themselves with dignity. This 'general' was forced into retirement for soiling the carpet once too often. You are absolutely right.

China and Japan have massive amounts of friction. Seems to me both sides could easily have start having a go at it, especially at sea, without realizing they both "started it".

My shoes says Made in China 6 out of 7 days in a week. But China needs to buy this one. That's lobbying, measuring, more lobbying, regulating and sweet talking.

Besides, Japan needs the money, and could use their tech-skills to make the coolest oil rigs ever.

Soumusho said the same thing back in 2004 when the 3G phones came.

The only reason You lock a phone for your customer, is as an extra procaution against "hit and run" with only the downpayment.

And it's not a problem, provided you can unlock it, after the contract's run out.

It's really simple.

Locking a phone and selling the key is cheap, but a procaution. Locking a phone and throwing the key away is bogus.

For the geeks 2 know. US-inspired NTT has a few unlockable phones. But are expensive. UK-inspired SB has another few. Has cheap alternatives but bad net. Forget unlocking AU altogether. It's a defense thing.
