The Government owns the Land in China, so when sold, it may not have been advertised with it's previous purpose. Hilton China, may simply have bought the Land without conducting extensive private research... and from what I have read, when you ask questions in China, you are deemed a Trouble-maker, so if you're a business... you could end up being kicked out.
