A typical street filming closes/occupies a street or two and backs up traffic in an entire city neighborhood...all this for, say, a two-minute car chase scene in the finished product.

Can't blame the Japanese government if it is concerned about what seems like to be or what could potentially be a Pyongyang "trojan horse", not just in the schools in question but in the pro-NK communities in general.
