I realized this article is missing one very important information. Most of applicants quit applying after they found another country to go. Most of them applied many countries.

In my opinion, some of Japanese people do not want foreigners to live in Japan except tourists. They think foreigners commit more crime than Japanese do (of course it's not true) and will take jobs from Japanese (It's true) I think one of the reason is that Japan has been isolated country for long time and having hard time to adapt to international society. On the other hand, we have unique culture. In addition, Japan has a lot of issues such as suicide of young people (One of the top country in the world), aging society, nuclear plant etc... Government needs to resolve internal issue first. BTW I am Japanese.
