If you've seen the CCTV (broadcast on TV news), you can see Hikaru exit the car and tumble a short distance. The car didn't appear to be driving at high speeds. You can then see Moriya slow the car down for a moment and then drive off. The video then cuts to the next car which seemed to be driving quite fast in comparison to Moriya completely plough through (the video is paused just before impact). It then cuts to when Moriya returns. He gets out of his car, looks at Hikaru, then leaves.
What I don't understand is how is the second driver not being charged with manslaughter? Hikaru clearly didn't jump out in front of the car. She was already laying in the road. I thought it was the driver's responsibility to be aware and avoid all traffic hazards. Definitely suspicious.
