By Japan's standards, he's not underage. Age of consent in Japan is 14. It is awkward, but they don't have sex, they don't even kiss, so even in the US it wouldn't be considered statutory rape. Just a really awkward situation that could possibly lead so statutory rape if they have sex before he turns 18. Though technically there's nothing (legally) wrong with them having a strictly non-sexual relationship.
