In the real world, "policy" is for "show". So it can always say "we have strict policies on x, and we're always trying to improve it", and get away when it violate it's own "policy".
Take for example Amazon, "we value our workers, and we're always trying to improve their quality of life", while working them to death.
Policy, like politicians, to look good like being rotten inside.

Shogun is an outlier, the majority of Japanese "content" other than manga and anime made in Japan are B movie quality at best. Too much lazy cheap copy-cat high-school love story. South Korean's content took over Japan two decades ago.
Guess why Shogun is an outlier ? It's not funded by Japanese media conglomerate, the likes of Johnny or smile up or whatever.

I always advice people who listen the same thing.
If you work in tourism, remember, this won't last either. At most I give it another 3 years after Banpaku, before people get tired of "cool Japan". Boom time is the perfect time to save majority of your earnings, so when hard time comes for your industry, you have money to invest and don't stress out on your finance.
Save at boom, invest at doom.

This is one of the reasons why I believe the government's propaganda for "we all live to be 100, so let's push nenkin payment to 80!!" is a BIG FAT lie.
The people living to 100 today were drinking miso, eating fermented foods and fish. Today's youngsters eat white processed bread for breakfast, karaage for lunch, gyudon for dinner. They're not gonna live to 100.
