This annoucement is somehow nosense. The VTOL aircraft can damage the flight deck. But its as easy as adding some steel sheets over the deck and welding them together. In one area. Maybe add some insulation underneath. But That can be done in 1 day.

Toshiko, while Japan can develop their own Cruise and Hypersonic missiles, its far cheaper to buy them from the USA and gain a friend, somehow its gonna be a joint development since The American cruise missiles are close to perfect. Expect IHI or MHI to make a production line by 2024. Also expect to have like 2 Atago destroyers fitted with them by 2019. Article 9 will be changed after christmas.

I mean. The procurement office gets all the quotes and someone from that office steals the lowest priced quote and gives it to another company that will offer a lower price than everybody else. In the end the project becomes cheaper but its a scam for the companies that lost the contract
