My friend visited this nation, and luckily for him, he is just wearing temporary tattoos. Tattoos are considered an art form by some, but not by the Japanese government. Tattoos are typically linked with the Yakuza, a Japanese group that covers their entire body with tattoos, despite the fact that they are not prohibited.
