There is no way this works as advertised. It would need some kind of active cooling to get most devices down 2 degrees C. On metal body devices that use the body as a heatsink, it would act as an insulator, actually heating the unit.

If I was in Japan this would be something I would do. As long as the proper safety equipment is provided and precautions taken working in a radioactive environment for a short time is not a problem. Failing to use proper equipment and compromising safety by taking shortcuts is a big no-no in nuclear safety.

If his command is anything like my old ones (back in the 90's), not only will they charge him with Rape after he gets out, but being AWOL for the time he has spent in jail, Disorderly conduct, Disobeying a direct order, and anything else they can think of. He is easily looking at an additional 15 to 20 years after he gets out of Japanese jail. The Marines do not take bringing the Corps in to disrepute and will throw the book at him.
