As an American, I am so ashamed and mortified whenever I learn of crimes perpetrated by American military personnel against citizens of host countries. They bring a dishonor on all of their fellow servicemen/women that, unfortunately, overshadows the vast majority who behave properly while in their host nation. I hope the perpetrator has earned himself the Big Chicken Dinner (BCD) or a Dishonorable for his actions, in addition to the punishments he receives from the court(s), so that his veteran benefits are removed as well.
One thing I would like to point out is that the United States Marine Corps is not a special operations force like the Navy SEALS, UK SAS and SBS, Russian Spetsnaz, or Israeli Sayaret Matkal as other commentors have incorrectly claimed. The USMC is a branch of the military akin to the US Navy or US Air Force.

Do Japanese police generally carry tasers or pepper spray? Since the police would most often not be up against someone wielding a firearm, I would hope that they have a less than lethal option and certainly not warning shots. I'm by no means suggesting that they shouldn't carry guns too, but this seemed like the perfect scenario to utilize a taser as a first option to resolve the situation since there were two officers.
