What's missing for me are more details on what steps the government has done, doing and going to do especially if they plan to extend this quarantine period, which I believe is bound to happen.

That statement is TWISTED by the MEDIA. If you will replay the whole video, the president was talking about the "LEFTIST" or rebels, e.g. NPA, who is taking advantage of the situation to hopefully bring down the popularity of Duterte here. They even used some paid protesters. Of course, they knew they were going to be jailed of some sort because they are violating the lock down and social distancing. Using hunger as their trigger. They are baiting for an oppressive action and then build up on it using media.
