Japan doesn't owe China anything. The current ruling Communist party did nothing during WW2, it was the Nationalist party that fought on behalf of China. After the war the Nationalist army was so decimated that the communists were able to seize control. Mao Zedong even said to the Japanese Prime Minister that there was no need to apologize and even thanked Japan for it.
