it means he gets the TWO-AND-A-HALF year prison sentence for the "heinous and extremely selfish" crime but he doesn't actually go to prison if he keeps out of for trouble for the next FOUR years.
however if he does anything wrong within those FOUR years, he goes to prison for the TWO-AND-A-HALF years plus whatever time for the new offence.
so yes, he paid a lot of blood-money to avoid prison...

it is because parental abduction is not considered a crime in japan that caused the problem in the first place.
if the child visited the non-custodial parent for the weekend but that parent did not return the child as expected, the japanese police would not intervene, and the japanese courts could do nothing about it.
in other countries it would be considered child-abduction and contempt of court, and said parent would expect jail-time.
so single custody was the solution rather than updating the law.
but not anymore!!
