Having recently gotten a dog and bringing him for daily walks, I know how much work it is to make sure they don’t eat stuff on the ground, clean up their mess and generally make sure they get the exercise. I don’t see how 1 person can manage this - I think this guy would be stopping every few meters.

And the answer is people who have a vested financial interest in it and who do not care about the people who actually live in this country.

This ensures the financial burden isn’t only on Tokyo and gives the world a chance to recover from COVID.
