What's confusing?  He said that because of the rain it takes 4 hours to get to work.  He hasn't recovered from the last recent typhoon.   He's blaming the weather on global warming and hates to think what that means for snow fall this winter.

I don't think the U.S., Japan, and South Korea can do anything to get North Korea to cease being a nuclear power.  It'll come down to acquiescing to a fait accompli.

I  also don't think NK would use a nuke as that would be committing suicide.

Some corrections need to be made.  Japan's attempt to develop an atomic bomb was meager and it came late in the war.  They did get Germany to send uranium by sub, but it was captured when the war in Germany ended.  The Germans also made a limited attempt at making a bomb, but the effort lacked leadership and support at the top.

I have to say that is highly debatable given the way the Japanese treated the "losers" i.e. POWs during the war.

Kyu-chan was on that flight. Sayonara.  Sakamoto's "Ue o muite arukou" is a great song and holds up well.  The crash was a terrible tragedy.  And so is, "But prosecutors decided not to indict anyone."

1.  He and the entire North Korean political and military leadership resigns with multi-million dollar retirement packages paid by the U.S, South Korea and Japan.

The two Koreas are unified with a government formed after democratic elections are held nation wide.

A unified Korea becomes a neutral and demilitarized country  with no foreign troops.

The alternative is a nuclear war in which North Korea will lose more than the others.
