I think that they are talking about 車検 (shaken), so it's the examination process for your car. Generally speaking, it can be expensive to buy a car in Japan, but I think a Kei-car is OK. The main problem remain the parking (駐車場) fee each month. Well, nowadays, you can just rent a car with "Orix" or even do some long distance rideshare/carpool with "Noritomosan" as well.

@Debucho, I don't think that an intra-city ridesharing such as Uber is required in japan and (especially in Tokyo). Because the price is basically the same as a regular taxi. But I do need an inter-city ridesharing to avoid paying the high transport price. For example, Noritomosan is trying to work that way.
