please watch the weather news. Some places in Hokkaido are minus seven degrees and this fare is probably 4-5km.
I have walked longer than that in conditions much colder. -7C is not very cold assuming you dress for it.

This person who did that was in his 70's with an apparent vendetta against the condominium association and felt that an electrical room under his condot was improperly built and that the electric signals from it caused him harm, etc.
His social postings have many religious references and it would appear he suffered from mental illness over an extended period of time.
