Why is everyone assuming that the granddaughter is totally innocent in this whole incident? Or that the grandfather has dementia? She left home because she was arguing with her parents. Was she being rebellious with them? Was she doing drugs? Was she hanging out with the wrong people? This article does not tell the whole story.

The article says the Kamakura mayor is urging “tourist” to not come to Kamakura. He does not mention “foreigners”. Normally, many, many Japanese nationals vacation in other parts of Japan, including Kamakura; I think he’s mostly referring to the Japan national tourists. Foreign tourists make up only a very small percentage of tourist in Japan.
