Since RO works at an efficiency of around 25%, at least they could be reducing the amount of leaked radiation by at least 25%. The "pure" water could be pumped back into the reactor. if this is done as a closed loop, the refuse water will be getting in higher and higher radioactive contamination, but at least there will not be additional water being added, which then later would need to be dumped into the ocean.
