I think you either don't live in Japan or have a really low opinion of Japanese men. Nobody thinks groping is OK! Nobody thinks upskirt stuff is OK! These crimes are reported and prosecuted - this sort of story is on the news here ALL THE TIME. If these crimes weren't being taken seriously we would never even hear them reported.
