It negatively affects the morale of the other diligent officers. Also, it is difficult to fathom what kind of return this kind of activity brings? It’s a matter of risk assessment. In this case it would go beyond corporate or business risk because they’d say to themselves what if the threat would actually materialize and they’d be on the wrong side of due diligence. So the cancellation would be the most prudent option for the company.

These letters of apology should be treated as admission of guilt (partial at least, depending on the contents). Any out of court settlement should not be allowed to override the natural course of justice that would have been taken with the information available. This opportunity to make a good example against harassment/bullying should not be missed.
