It is not that they want to have eyebags. They are called tearbags. They use concealers and contouring shadows to create the thin bag under their eyes so they eyes look smiley. Try smiling yourself and there will be a pouch under your eyes. If you draw that pouch on, you will look smiley even if you are not smiling. It has nothing to do with eyebags. In fact, your eyebag is probably dark and gloomy and needs to be concealed. Eyebags and tearbags are two totally different things. And most of all, pandas have nothing to do with any of this. Polish your metaphor.
