When Japanese make a reservation, they believe it gives them the right to turn whenever they want, as a table will be waiting. The time of the reservation is not an arrival time, it's a time when the table is available for them to show up at their leisure. Quite often guests of Japanese customers will arrive late, with various excuses, The must common..... Delayed at work.
