Japanese elderly citizen won’t even bother how much the only salary they could have. As long as they enjoy the company of co-elderly workers, and as much as they can avoid being home alone that can cost loneliness and sometimes can cost their sudden death. So the point of saving a job for elderly Japanese citizen is just for having employees who would never complain about salaries and can be deceived by all selfish companies.

Japan is not an English country majority of the Japanese people cannot speak or understand English. And accepting people who can only speak their own language plus English is really hard for the Japanese to understand.
