I believe the need to take out the pirate's main port of Eyl, with a ground and naval offensive. Destroy all high-powered ships, weapons, and execute all pirates.

Problem solved, piracy crushed.

Should the pirates scatter and regroup at another port, destroy it too.

Rinse, lather, repeat.

This is all nice and dandy, but we'll all have to withhold our enthusiasm until we see this plan of his is actually working.
