A few second is based on actual cases that just happened recently in Tochigi this August, some news outlets even identified when that car did U-Turn from other cars that pass nearby, and tracked until collision spot. It only take really quick to accidents. So any future system that being designed need to be handle this.

Also if you ever went to expressway, they do have camera all over places, they can't have that camera every single mile, they do have in same parts but not all parts. That future system rely on camera to detect collision, so expect some limitation.

Driver are also human, they are prone to error. Need to have both pedestrian and driver to avoid accidents. Once accidents happen, lives are gone, what you gonna do?
