Who said anything about the alert being a 'few seconds before direct collision'?
A few second is based on actual cases that just happened recently in Tochigi this August, some news outlets even identified when that car did U-Turn from other cars that pass nearby, and tracked until collision spot. It only take really quick to accidents. So any future system that being designed need to be handle this.

Also if you ever went to expressway, they do have camera all over places, they can't have that camera every single mile, they do have in same parts but not all parts. That future system rely on camera to detect collision, so expect some limitation.

In an effort to prevent head-on collisions, nearby vehicles driving in the right direction will also receive an alert warning them of a wrong-way driver in the vicinity.
Alert won't help especially it only need few seconds before direct collision will happen. That's what happened last week in express way.

In 2021 a Vietnamese students stated his intention to quit the school and changed to other school, instead granting his right. Staff from that school locked him with metal chain and a padlock. After that he was locked in room and monitored to prevent his escape.
J Govt punished that school by decertifying that school, which right thing to do.

he was only Vietnamese, right? Now, if this had happened on an American base to a Japanese student, for example, or a Japanese overseas, there would be demands for the death penalty, not just a school being stripped of its license for literally abducting and chaining people up.
Japanese teacher doing that to Vietnamese students, everyone in Japan try it to make it as if that negligible. Imagine if opposite happen, or foreign teacher did that to Japanese students. It will be over on the news over and over again.

So what they want to change by next year, instead the special counter from those shops doing the check which one is eligible, which one is not. In 2025 they want to change only officials can check that prior departure instead shopkeeper.
Another change is tourist need to pay for those tax when they buy those items and ask reimbursement in the airport. Currently tourists are exempted to pay those taxes in the first place after shopkeeper check their visa status.

Footage shows deliberate u-turn. What a pr%@k.
Some recorder caught that driver doing U-turn deliberately, that car basically was in the same lane with victim car and suddenly U-Turn, which finally lead to crash.
Not only that other driver also already warn the driver but blinking the light, and that car reply with light and still continue.

Simple, check the blood alcohol level first, if that was normal then the driver must decided to travel backward to get something he/she must have forgotten bcz. the next exist was just too for to drive to.
