because US doesn't have mandated system in place for parental leave, however many companies in US try to use paternity leave to appeal and attract employee, no more than that.

Indeed it could be avoided, in 1940s influx of people coming to Palestine in need for help. Arab countries despite of stigma, they are nice and warm people. So when they have influx of refugees that being rejected by European countries they accept those refugee with wide arm. However everyone can see what those nice people have in return now, have their home demolished.

This money should be used for Japanese students.

Not all Japanese high school students, want to continue to university. With labor shortage in Japan they can easily find a job, not a good one. However these people already had enough with school system, so anywhere they can make money and it's not school, it's good for them.

Another things that not being mentioned by this article is that many empty seat in Japanese universities, those universities having difficulties to get new students. So this kind of favor by JGovt money , not only they want labor but also to help those universities survive by getting students.
