They should start by banning the fetish scenes in mangas. These kids grow up reading mangas about guys pimping schoolgirls... even in the trains, all advertises involves schoolgirls wearing short skirts... of course the very weak guys will try to do this.
Also, I think the schools should change the uniforms. Some girls wear skirts so short that sometimes you can spot their uterus.
