It's hard to say that this is a smart move. In regards to Japan becoming more self-reliant, the government would be best to follow the example of Singapore's "30 by 30" initiative in which they plan to produce 30% of their own food by 2030. Singapore is much smaller than Japan though they are leading by innovation including growing in high-density urban centers.
